(Updated August 29, 2025) ★ [Effective from October 2026] Part-time Job Income and Requirements for University Tuition Fee Exemption for Households with Multiple Children ★
Previously, individuals with annual part-time job income of ¥1,030,000 or less were counted as children of a household with multiple children. However, based on the FY2025 tax reform revising the so-called “¥1,030,000 income threshold,” individuals of university age (19 years old or older but under 23 years old) with an annual income of ¥1,600,000 or less will now be counted as children of households with multiple children.

1. Tuition Fee Reduction/Exemption under the Higher Education Support Program
For those who applied for and were selected for the JASSO Grant-Type Scholarship, tuition fee exemption (enrollment fee for new students only) and tuition fee reduction/exemption (hereinafter referred to as “tuition fee reduction/exemption”) will be implemented based on the Support Category and the period of support. This system also covers tuition fee exemption for households with multiple children.

[2] Eligibility Requirements and Screening Criteria
Eligibility for the Higher Education Support Program is determined upon application for the grant-type scholarship. Please confirm in advance the following requirements are met.

*Note 3: Enrollment fee reduction applies only to those certified as eligible for support during the application period immediately after enrollment. For example, for students enrolling in April, only those receiving tuition fee reduction starting from April of the same year are eligible for enrollment fee reduction.
[4] Support Period
The number of months required to complete the standard period of study (maximum 48 months for 4-year undergraduate programs, maximum 72 months for 6-year undergraduate programs. Periods of leave of absence are not counted toward the support period.)
2. How to Apply
You must complete the application procedures for both the grant-type scholarship and tuition fee reduction.
The same applies to applications for tuition fee reduction for households with multiple children.

New students are required to submit an advance application at the time of enrollment procedures as well as complete the prescribed application procedures after enrollment (for both the grant-type scholarship and tuition fee reduction).

For those who do not wish to receive Japan Student Services Organization (JASSO) grant-type scholarships and only wish to apply for tuition fee reduction
After completing the necessary procedures for the grant-type scholarship and tuition fee reduction, you may request to "suspend" your grant-type scholarship upon completing your application. This will allow you to receive tuition fee reduction support under the Higher Education Student Support Program without receiving a grant-type scholarship after being selected. 3. [Applications Accepted at Any Time] Financial Emergency Scholarship
If your household income undergoes a sudden change due to unforeseen circumstances, you can apply for the JASSO grant-type Scholarship “Financial Emergency Scholarship.” This allows you to be screened based on your post-change income status, which may not yet be reflected in your resident tax information. Please make sure to check the details on the following website.

4. Post-Approval Procedures
*Due to streamlined procedures, procedures related to changes in student status, such as leave of absence and reenrollment, are omitted.
Please contact the Suita Student Center promptly if you withdraw, change university, or graduate early.
① If you wish to discontinue tuition fee reduction etc.
You will need to complete the procedures to suspend the tuition fee reduction support.

④ If there is a change in the certification grounds for your tuition fee reduction/exemption from the time of application and its approval (e.g., change of support category from households with multiple children to other household type, or vice versa)
You must submit an application form for change of certification grounds. *This procedure is also required if you applied on both certification grounds at the time of initial approval as eligible.
Eligible individuals will be notified of the online application form via the KOAN personal bulletin board.
5. [Applicable Individuals Only] Regarding UOsaka’s Independent Tuition Fee Exemption Program
Individuals meeting any of the following conditions may be eligible to apply for UOsaka’s independent tuition fee exemption program (hereinafter referred to as "the University's Independent Program").
➀ Individuals who do not meet either the “Requirements Regarding the Time of Enrollment at the University, etc.” or the “Requirements Regarding Residence Status, etc.” among the eligibility criteria for the JASSO grant-type scholarship at the time of selection
② Individuals who enrolled in the AY2020 (Reiwa 2) or earlier
