Overview of the Osaka University Enrollment/Tuition Fee Exemption Program

Osaka University maintains the Exemption/Deferred Payment of Enrollment Fee and Exemption/Deferred/Installment Payment of Tuition Fee Program (hereinafter the “Enrollment/Tuition fee Exemption Program”) to support regular undergraduate and graduate students who have difficulty in paying these fees.

In this program, eligible students can apply for exemption from paying all or part of enrollment/tuition fees as well as deferred payment of enrollment/tuition fees based on screening of applications within the limits of the university’s budget.

OU strives to increase its budget to enhance economic support for doctoral applicants (including students in their 3rd year or later in the Graduate School of Frontier Biosciences) who are expected to become innovative human resources capable of creating new social worth.

Application types

1. Enrollment Fee

1.1 Enrollment fee exemption
Successful applicants for enrollment fee exemption will have all or a portion of their enrollment fee waived.

1.2. Deferred payment of enrollment fee
Successful applicants for deferred payment of enrollment fees will have payment of their enrollment fee deferred to late September (if entering the university in April) or late February (if entering the university in October).

2. Tuition Fee

2.1 Exemption of tuition fee
Successful applicants will have all or a portion of their tuition fee waived.

2.2 Deferred payment of tuition fee
Successful applicants will have their tuition fee payment deferred to late September (for tuition in the first half of the academic year) or late February (for tuition in the second half of the academic year).

2.3 Installment payment of tuition fee
Successful applicants will be able to make their tuition payments in two installments after announcement of results of screening.

Enrollment Fee Exemption

Who is eligible?

1. Enrollment fee exemption

1.1 New undergraduate students (international students and Japanese students and permanent resident students*1 who do not qualify for the Financial Support Program for Japanese and Permanent Resident Undergraduates) who:

(a) Find it difficult to pay enrollment fees due to the death of a legal guardian responsible for paying a student’s education expenses, or as a result of suffering due to a natural disaster experienced by the student or his/her legal guardian within a year of his/her entrance to the university, or
(b) Are recognized by the President as having a reason described in the previous clause or equivalent.

1.2 New graduate students who:

(a) Find it difficult to pay enrollment fee due to economic reasons,
(b) Find it difficult to pay enrollment fees due to the death of a legal guardian responsible for paying the student’s education expenses, or as a result of suffering due to a natural disaster experienced by the student or his/her legal guardian within a year of his/her entrance to the university, or
(c) Are recognized by the President as having of a reason described in the previous clause or equivalent.

2. Deferred payment of enrollment fee

New undergraduate students, transfer students, and graduate students who:

(a) Find it difficult to pay enrollment fees by the due date due to economic reasons,
(b) Find it difficult to pay enrollment fees by the due date due to the death of a legal guardian responsible for paying the student’s education expenses, or as a result of suffering due to a natural disaster experienced by the student or his/her legal guardian within a year of his/her entrance to the university, or
(c) Are recognized by the President as having a reason described in the previous clause or equivalent.

Note 1: Applicants can simultaneously apply for both Enrollment Fee Exemption and Deferred Payment of Enrollment Fee.
Note 2: Applicants who have already paid entrance fees for the period for which they are applying are not eligible for this program.

Tuition fee exemption

Who is eligible?

1. Exemption of tuition fee

1.1 Undergraduate students (undergraduate students who entered the university during or before the 2020-2021 academic year and international students and Japanese students and permanent resident students*1 who entered the university during or after the 2021-22 academic year who do not qualify for the Financial Support Program for Japanese and Permanent Resident Undergraduates) who:

(a) Find it difficult to pay enrollment fees due to economic reasons, or
(b) Find it difficult to pay enrollment fees within 6 months before the due date (12 months for the tuition fees for the first semester for new students) due to the death of a legal guardian responsible for the payment of the student’s education, or as a result of suffering due to a natural disaster experienced by the student or his/her legal guardian within a year of his/her entrance to the university

1.2 Graduate students who:

(a) Find it difficult to pay enrollment fees by the due date due to economic reasons, or
(b) Find it difficult to pay enrollment fees within 6 months before the due date (12 months for the tuition fees for the first semester for new graduate students) due to the death of a legal guardian responsible for the payment of the student’s education, or as a result of suffering due to a natural disaster experienced by the student or his/her legal guardian within a year of his/her entrance to the university

2. Deferred payment or installment payment of tuition fees (for new undergraduate students and transfer students)

Any individual encountering difficulty in paying tuition fees on time for economic or other valid reasons.

Note 3: Individuals who have already applied for tuition fee exemption are not eligible for deferred payment or installment payment of tuition fees.

Note 4: The following individuals are not eligible:

(a) An individual who did not pay tuition fees for the previous semester (excludes those who did not pay tuition fee because tuition fee exemption was approved)

(b) An individual who has already paid tuition fees for the semester for which he/she is applying for its exemption

(c) An individual who has remained in the same academic year without good reason

(d) An individual who has exceeded the minimum number of years required for graduation without good reason.

How to Apply for Tuition/Enrollment Fee Exemption

1. Application Forms are available during the following periods.

The periods will be announced on the Osaka University official website.

1.1 For enrollment fee exemption for admission in April, exemption/deferred/installment payment of tuition fees for the first half or the first and second halves of the academic year -- late February

1.2 For enrollment fee exemption for admission in October, exemption/deferred/installment payment of tuition fees for the second half of the academic year -- late August

3. Application Periods by Type

3.1 Early March ~ early April

  • Applications for exemption/deferred payment of enrollment fees for admission in April
  • Applications for exemption/deferred/installment payment of tuition fees for the first semester
  • Applications for exemption of tuition fees for the first and second halves of the academic year

3.2 Early September ~ early October

  • Applications for exemption/deferred payment of enrollment fees for admission in October
  • Applications for exemption/deferred/installment payment of tuition fees for the second semester
  • Applications for change of application for tuition fee exemption for the second half of the academic year by those who have applied for the first and second halves of the academic year
