Exemption/Deferred Payment of Enrollment Fee and Exemption/Deferred/Installment Payment of Tuition Fee

Overview

Osaka University has maintained the Exemption/Deferred Payment of Enrollment Fee and Exemption/Deferred/Installment Payment of Tuition Fee Program (hereinafter the “Enrollment/Tuition Fee Exemption Program”) to support regular undergraduate and graduate students who have difficulty in paying these fees due to the death of their legal guardians responsible for paying their education expenses, suffering by natural disasters, or other economic reasons.

In addition to this, from April 2020, OU will begin new financial support for Japanese students (including special permanent residents and permanent residents) via the Enrollment Fee/Tuition Fee Exemption Program based on the Financial Support Program for Japanese and Permanent Resident Undergraduates (hereinafter the “New Program”), which was established by the government according to the Act on Financial Support in Higher Education.

In these systems, eligible applicants will be granted exemption from paying all or part of enrollment fees/tuition fees, and deferment/installment payment of tuition fee will be granted via screening of applications within the limits of the university’s budget.

Peruse the Application Guidelines for the Enrollment/Tuition Fee Exemption Program and complete the appropriate application procedures by the designated deadline.

1. The “New Program” is not intended for graduate students. However, if they meet the requirements set by Osaka University, they can apply for enrollment/tuition fee exemption.

2. Applications for tuition fee exemption are screened for both semesters of each academic year (first half: April ~ September, second half: October ~ March), so applicants must submit applications once per semester. When submitting an application form for the first half of the academic year, an applicant may choose to submit an application for tuition fee exemption for the full academic year.

3. Applications for enrollment fee exemption may be submitted just once at the time of enrollment. When applying for enrollment fee exemption, the applicant must submit an “Application Form for Expected Exemption/Deferred Payment of Enrollment Fee” when completing admission procedures, instead of paying the enrollment fees. Otherwise, the applicant will become ineligible for screening.

Note: If you apply for enrollment fee exemption before completing admission procedures, you need to submit an “Application Form for Expected Exemption/Deferred Payment of Enrollment Fee” without paying the enrollment fee, and then apply for enrollment fee exemption.

In addition, eligibility requirements for this system vary from student to student. Students are strongly encouraged to read the following “Checking the Availability of Exemption.”

Exemption/deferred payment of enrollment fee

Who is eligible?

1. Enrollment fee exemption

1.1 New undergraduate students and transfer students who:

(a) Meet eligibility requirements for enrollment fee exemption according to the Act on Financial Support in Higher Education,
(b) Have difficulty in paying enrollment fees due to the death of their legal guardians responsible for paying their education expenses or suffering by natural disasters, or
(c) Are recognized by the President as having a reason described in the previous clause or equivalent.

1.2 New graduate students who:

(a) Find it difficult to pay enrollment fees due to economic reasons,
(b) Find it difficult to pay enrollment fees due to the death of a legal guardian responsible for the payment of the student’s education expenses, or as a result of suffering due to a natural disaster experienced by the student or his/her legal guardian within a year of his/her entrance to the University, or
(c) Are recognized by the President as having a reason described in the previous clause or equivalent.

2. Deferred payment of enrollment fee (New undergraduate students, transfer students, and graduate students)

(a) Individuals who find it difficult to pay enrollment fees by the due date due to economic reasons,
(b) Individuals who find it difficult to pay enrollment fees by the due date due to the death of a legal guardian responsible for paying the student’s education expenses, or as a result of suffering due to a natural disaster experienced by the student or his/her legal guardian within a year of his/her entrance to the University, or
(c) Individuals who are recognized by the President as having a reason described in the previous clause or equivalent.

Note: Applicants can simultaneously apply for both enrollment fee exemption and deferred payment of enrollment fee.

Exemption/deferred/installment payment of tuition fee

Who is eligible?

1. Tuition fee exemption

1.1 Undergraduate students and transfer students who:

(a) Meet eligibility requirements for enrollment fee exemption according to the Act on Financial Support in Higher Education,
(b) Find it difficult to pay tuition fees due to economic reasons,
(c) Find it difficult to pay tuition fees due to the death of a legal guardian responsible for paying a student’s education expenses, or as a result of suffering due to a natural disaster experienced by the student or his/her legal guardian. (For current students: within 6 months before payment of his/her tuition fee for a semester; for new students: within a year after his/her admission before payment of his/her tuition fee for their first semester.)

1.2 New graduate students who:

(a) Find it difficult to pay enrollment fees by the due date due to economic reasons,
(b) Find it difficult to pay tuition fees due to the death of a legal guardian responsible for paying a student’s education expenses, or as a result of suffering due to a natural disaster experienced by the student or his/her legal guardian. (For current students: within 6 months before payment of his/her tuition fee for a semester; for new graduate students: within a year after his/her admission before payment of his/her tuition fee for their first semester.)

However, the following individuals, however, are not eligible:

  • An individual who did not pay the tuition fee for the previous semester (excludes those who did not pay tuition fee because tuition fee exemption was approved)
  • An individual who has already paid the tuition fee for the semester for which he/she is applying for its exemption
  • An individual who has remained in the same academic year without good reason
  • An individual who has exceeded the minimum number of years required for graduation without good reason.

2. Deferred payment or installment payment of tuition fee (for new undergraduate students and transfer students)
Any individual encountering difficulty in payment of tuition fee for economic or other appropriate reasons
Note: Individuals who have already applied for tuition fee exemption are not eligible for deferred payment or installment payment of tuition fees.

Application and notice of screening results

1. When are notice on application for exemption available?
Notices will be posted on the Osaka University official website:
1.1 On enrollment fee exemption for admission in April, exemption/deferred/ installment payment of tuition fee for the first half or the first and second halves of the academic year -- late February
1.2 On enrollment fee exemption for admission in October, exemption/deferred/ /installment payment of tuition fee for the second half of the academic year -- late August

3. Application periods and types

3.1 Notices available in early March ~ early April:

  • On application for exemption/deferred payment of enrollment fee for admission in April
  • On application for exemption/deferred/installment payment of tuition fee for the first semester
  • On application for exemption of tuition fees for the first and second halves of the academic year

3.2 Notices available in early September ~ early October:

  • On application for exemption/deferred payment of enrollment fee for admission in October
  • On application for exemption/deferred/installment payment of tuition fee for the second semester
  • On application for change of application for tuition fee exemption for the second half of the academic year by those who have applied for the first and second halves of the academic year

When you need to pay enrollment/tuition fee

1. In the case of "refusal" or "half or partial exemption,"

Applicants should pay the designated tuition amount without delay.
1.1 Enrollment fee
Applicants should transfer the money to the account designated by the University using the transfer form sent by the University.
1.2 Tuition fee
(a) Applicants who have applied for auto-deduction from their bank account should credit the necessary amount to their account.
(b) Applicants who have not applied for auto-deduction from their bank account should transfer the money to the account designated by the University using the transfer form sent by the University.

2. Applicants for deferred payment and installment payment
2.1 Applicants for deferment of tuition who passed the screening can defer the first semester tuition fee payment until late September and the second semester tuition fee until late February.
2.2 Applicants for installment payment who passed the screening should transfer the money to the account designated by the University by the due date using the transfer form sent by the University.
2.3 Applicants whose applications for installment payment or deferred payment were refused should transfer the designated amount immediately. (The money should be transferred in the same way as mentioned in the previous clause.)
