What is RISE? – Background and Objectives –
The internationalization and openness of research activities are essential for the advancement of academic research in Japan. However, at the same time, sophisticated and diverse risks, such as unintended technology leakage and undue influence from foreign governments, are on the rise.
Individual universities and research institutions can no longer address these challenges on their own; they have become urgent management issues that the entire Japanese academic community must confront together.
Against this backdrop, we established the “Consortium for Research Integrity & Security Ecosystem (RISE)” as a platform to bring together the knowledge of academia and collaboratively confront these threats.
This consortium aims to achieve the following goals by supporting participating institutions in collaborating to build effective systems for ensuring research integrity and security:
・Establishing a highly reliable research environment
・Enhancing each institution’s risk response capabilities
・Securing the trust of the international community
・Contributing to Japan's national interests and security
Main Activities
The Consortium provides multifaceted support to participating institutions based on the following five pillars of activity.
1. Information Sharing and Analysis
We will establish working groups to share information among participating institutions and analyze the latest regulatory trends.
2. Training Programs and Seminars for Practitioners
We will jointly develop and implement practical training programs on research integrity and security for researchers and administrative staff.
3. Development and Sharing of Best Practices
We will jointly develop and share best practices that can be implemented by each institution, such as effective risk assessment methods and model internal regulations.
4. Policy Recommendations
We will consolidate the views and experiences of the academic community and make recommendations to the government regarding effective policies and systems.
5. Consultation Desk for Member Institutions
We will establish a forum for consultation and information exchange where experts and representatives from other institutions can provide insights on specific concerns.

Regarding the Use of the Research Security and Integrity System
This is a due diligence support system for universities and research institutions that provides data and analysis results necessary for risk assessments.
Since it allows users to refer to practical insights from other universities, even those with limited experience can confidently make risk assessments.
When using this system, users must comply with the Consortium’s Privacy Policy.
