Request for Immediate Implementation of the Remuneration System for Public Transmission for School Lessons

In distance learning courses, use of teaching materials is restricted in order to protect intellectual properties (IP) rights, which has become a serious issue.

The Society for the Administration of Remuneration for Public Transmission for School Lessons (SARTRAS) expressed their determination to cooperate for the “Smooth educational use of copyrighted materials in school classes using information and communication technology (ICT)“ on March 5, 2020. This action allows for use of copyrighted materials so that students, who cannot go to school because schools are closed in order to prevent the spread of the novel coronavirus, can learn online.

However, this is an ad hoc measure and the Remuneration System for Public Transmission for School Lessons, which is based on the revised the Copyright Act in 2018, should be used according to the difficult situation of teachers and schools as soon as possible in order to promote distance learning courses.

Thus, seven universities and one research institute have requested SARTRAS to implement the system as soon as possible.
