The screening committee had evaluated the work done on Osaka University Hall very highly and, in giving the BELCA Best Reform Award, commented, saying, "Work on this historic building, used since the founding of OU, was undertaken with the intention of making the renovation a symbol of the university. Renovation was performed with clear plans in 3 areas: (1) preservation of both the structure and design of the original building, (2) adoption and preservation of the design continuity of the original building, and (3) prioritizing the installation of modern facilities within the building."

BELCA Awards were established in order to contribute to the conservation of good architecture in Japan by selecting buildings that have been preserved and appropriately maintained over a long time and in which excellence in restoration has been conducted. Moreover, the awards are aimed at recognizing the persons responsible for the conservation and restoration of such structures.
