Notification of residence

National Health Insurance (NHI)
This is a nationwide mutual aid program funded by policyholders’ premiums with the aim of alleviating the burden of medical expenses. Local government offices are in charge of its administration. All foreigners (including accompanying family members) who reside legally in Japan longer than three months are required to enroll in this program unless they are enrolled in some other social insurance program, such as that offered at their workplace. If they declare that they had no income in Japan during the previous year, premiums will be reduced by about 60 percent. By paying a premium and presenting their insurance card, policyholders will have to bear 30 percent of the expenses required for medical treatment or hospitalization.
This insurance covers dental treatment, chronic diseases and childbirth, which may not be covered by general overseas travelers’ personal accident insurance.
Enrollment
To become a National Health Insurance policyholder, go to the relevant division of your local municipal office and present your residence card.
Payment
Calculation of the annual premium is based on subscriber’s previous year’s income in Japan. You pay annual premium by ten monthly installments from June to March. You may choose automatic withdrawal from a bank account (application necessary) or manually paying with the payment slip at the bank, the post office, the city/ward office or convenience store. Those whose income during the previous year was lower than the premium can also apply for a reduction in insurance premiums. For more details, please ask at the reception of a city office.
Moving
When you move to the different city or ward, you need to notify your moving date to the city/ward office. After you move, you have to notify your new address to the city/ward office within 14 days.
Leaving Japan
Cost-adjustment is necessary when canceling the policy. You need to bring your NHI card and something you can show your departure date such as your e-ticket after the departure date is set. The office will modify the NHI expiration date to be available until departure.
