Under the Act to Facilitate the Employment of Persons with Disabilities, workplaces employing five or more persons with disabilities are required to appoint a vocational counselor for persons with disabilities who has completed a qualification course, in order to provide consultation and guidance to persons with disabilities in all aspects of their vocational life.

The University of Osaka has appointed a counselor to offer consultation and guidance to individuals with disabilities in all aspects of their professional lives.
