Enrollment/Tuition Fee Exemption Program

Overview

Osaka University maintains the Exemption/Deferred Payment of Enrollment Fee and Exemption/Deferred/Installment Payment of Tuition Fee Program (hereinafter the “Enrollment/Tuition fee Exemption Program”) to support regular undergraduate and graduate students who have difficulty in paying these fees due to the death of their legal guardians responsible for paying their education expenses, suffering by natural disasters, or other economic reasons.

In this program, students can apply for exemption from paying all or part of enrollment/tuition fees as well as deferred payment of enrollment/tuition fees based on screening of applications within the limits of the university’s budget.

In addition, by using both its own funds and funds from the government, OU strives to enhance economic support for doctoral applicants (including students in their 3rd year or later in the Graduate School of Frontier Biosciences) who are expected to become innovative human resources capable of creating new social worth.

Points of caution:

1. While in the process of applying for enrollment/tuition fee exemption, payment of enrollment/tuition fees will be deferred until after the results are announced. However, if you have already paid enrollment/tuition fee, your application will no longer be eligible for screening.

2. Applications for tuition fee exemption are screened for both semesters of each academic year (first half: April ~ September, second half: October ~ March), so applicants must submit applications once per semester. When submitting an application form for the first half of the academic year, an applicant may choose to submit an application for tuition fee exemption for the full academic year.

However, if the (expected) period of school attendance of the applicant is less than 6 months because, for example, the applicant leaves or is absent from school or completes his/her graduate school studies midway through the semester, he/she must pay tuition fee for that semester, rendering the applicant ineligible for screening in this program.

3. Applications for enrollment fee exemption may be submitted just once at the time of enrollment.
When applying for enrollment fee exemption, the applicant must submit an “Application Form for Expected Exemption/Deferred Payment of Enrollment Fee” when completing admission procedures instead of paying the enrollment fee. Otherwise, the applicant will become ineligible for screening.

Note: If you apply for enrollment fee exemption before completing admission procedures, you need to submit an “Application Form for Expected Exemption/Deferred Payment of Enrollment Fee” without paying the enrollment fee, and then apply for enrollment fee exemption.   

The New Program to be introduced from April 2020 is not intended for international students; however, if they meet requirements set by Osaka University, they can apply to the Enrollment Fee/Tuition fee Exemption Program.

Application types

1. Enrollment fee
1.1 Enrollment fee exemption
Successful applicants for enrollment fee exemption will have all or a portion of their enrollment fee waived.
1.2. Deferred payment of enrollment fee
Successful applicants for deferred payment of enrollment fees will have payment of their enrollment fee deferred to late September (if entering the university in April) or late February (if entering the university in October).

Note: Individuals who meet application requirements noted below may simultaneously apply to the Enrollment/Tuition Fee Exemption Program for both enrollment fee exemption and referred payment of enrollment fee.

2. Tuition fee
2.1 Exemption of tuition fee
Successful applicants will have all or a portion of their tuition fee waived.

2.2 Deferred payment of tuition fee
Successful applicants will have their tuition fee payment deferred to late September (for tuition in the first half of the academic year) or late February (for tuition in the second half of the academic year).

2.3 Installment payment of tuition fee
Successful applicants will be able to make their tuition payments in two installments after announcement of results of screening.

Note: Applicants may not apply simultaneously for tuition fee exemption, deferred payment of tuition fees, and installment payment of tuition fees. Only one of the aforementioned three application types may be submitted.

Enrollment fee exemption

Who is eligible?
1. Enrollment fee exemption
1.1 New undergraduate students and transfer students who:
(a) Find it difficult to pay enrollment fees due to the death of a legal guardian responsible for paying a student’s education expenses, or as a result of suffering due to a natural disaster experienced by the student or his/her legal guardian within a year of his/her entrance to the university, or
(b) Are recognized by the President as having a reason described in the previous clause or equivalent.

1.2 New graduate students who:
(a) Find it difficult to pay enrollment fee due to economic reasons,
(b) Find it difficult to pay enrollment fees due to the death of a legal guardian responsible for paying the student’s education expenses, or as a result of suffering due to a natural disaster experienced by the student or his/her legal guardian within a year of his/her entrance to the university, or
(c) Are recognized by the President as having of a reason described in the previous clause or equivalent.

2. Deferred payment of enrollment fee
New undergraduate students, transfer students, and graduate students who:
(a) Find it difficult to pay enrollment fees by the due date due to economic reasons,
(b) Find it difficult to pay enrollment fees by the due date due to the death of a legal guardian responsible for paying the student’s education expenses, or as a result of suffering due to a natural disaster experienced by the student or his/her legal guardian within a year of his/her entrance to the university, or
(c) Are recognized by the President as having a reason described in the previous clause or equivalent.

Note: Applicants can simultaneously apply for both Enrollment Fee Exemption and Deferred Payment of Enrollment Fee.  

Tuition fee exemption 

Who is eligible?

1 Exemption of tuition fee
1.1 New undergraduate students who:
(a) Find it difficult to pay enrollment fees due to economic reasons,
(b) Find it difficult to pay enrollment fees by the due date due to the death of a legal guardian responsible for paying the student’s education expenses, or as a result of suffering due to a natural disaster experienced by the student or his/her legal guardian within a year of their entrance to the University

1.2 New graduate students who:
(a) Find it difficult to pay enrollment fees by the due date due to economic reasons,
(b) Find it difficult to pay enrollment fees by the due date due to the death of a legal guardian responsible for the payment of the student’s education, or as a result of suffering due to a natural disaster experienced by the student or his/her legal guardian within a year of his/her entrance to the University

However, the following individuals, however, are not eligible:

  • An individual who did not pay tuition fees for the previous semester (excludes those who did not pay tuition fee because tuition fee exemption was approved)
  • An individual who has already paid tuition fees for the semester for which he/she is applying for its exemption
  • An individual who has remained in the same academic year without good reason
  • An individual who has exceeded the minimum number of years required for graduation without good reason.

2. Deferred payment or installment payment of tuition fees (for new undergraduate students and transfer students)
Any individual encountering difficulty in payment of tuition fee for economic or other good reasons

Note: Individuals who have already applied for tuition fee exemption are not eligible for deferred payment or installment payment of tuition fees.

How to apply

1. When are notices on application for exemption available?
Notices will be posted on the Osaka University official website:

1.1 On enrollment fee exemption for admission in April, exemption/deferred/installment payment of tuition fees for the first half or the first and second halves of the academic year -- late February
1.2 On enrollment fee exemption for admission in October, exemption/deferred/installment payment of tuition fees for the second half of the academic year -- late August

3. Application periods and types
3.1 Notices available in early March ~ early April:

  • On application for exemption/deferred payment of enrollment fee for admission in April
  • On application for exemption/deferred/installment payment of tuition fee for the first semester
  • On application for exemption of tuition fees for the first and second halves of the academic year

3.2 Notices available in early September ~ early October:

  • On application for exemption/deferred payment of enrollment fee for admission in October
  • On application for exemption/deferred/installment payment of tuition fee for the second semester
  • On application for change of application for tuition fee exemption for the second half of the academic year by those who have applied for the first and second halves of the academic year

4. Notice of Screening Results
The notice on screening results will be posted on the Osaka University's website.

  • Results for enrollment fee exemption for admission in April -- late June
  • Results for tuition fee exemption for the first half of the academic year -- late July
  • Results for enrollment fee exemption for admission in October -- late November
  • Results for tuition fee exemption for the second half of the academic year -- late January

Notice of screening results:

  • Enrollment fee exemption for admission in April: Wednesday, July 22
  • Tuition fee exemption for the first half of the academic year: Wednesday, August 5
