Looking toward the 90th anniversary of its founding in 2021, Osaka University has created the “OU Vision” for the 6-year third mid-term goals period, positioned as the “period of its evolution,” as its guidance for continuous efforts for self-reform.

In order to openly share the outstanding knowledge created at Osaka University to society, OU Vision 2021 has taken “Openness” as its cornerstone, consisting of 5 pillars: “Open Education,” “Open Research,” “Open Innovation,” “Open Community,” and “Open Governance.” Through this Vision, all students, researchers, faculty and staff at Osaka University will fully realize their potential creativity and advance the university to the next stage as a world-class comprehensive research university.
Since its founding in 1931, with the intent to co-exist with a free-spirited civil society, Osaka University has produced outstanding human resources to provide both the region and the world with the most advanced academic achievements. This driving force can be traced back to the powerful civil spirit nurtured in Tekijuku and Kaitokudo, where Osaka University’s origins can be found. Over the ages, Osaka University has cultivated human resources who have been equipped with critical thinking to acquire both the expertise to master the essence of scholarship as well as sure-footed societal judgement based on wide-ranging knowledge, transcultural communicability to be able to converse with people of different cultural backgrounds, and design prowess to nurture a free imagination and the ability to form a network that brings diverse parties together.
In OU Vision 2021, in addition to mastering one’s own field through the outstanding pursuit of scholarship, by carrying out active “integrated study of knowledge” that crosses over fields of study, Osaka University will cultivate human resources who can promote “collaborative innovation” through mutual understanding and cooperation with people with different knowledge, skills, experience, and standpoints. Through this, in addition to solving societal problems on a global scale that involve various, complicated contributing factors, it is also possible to produce top leaders of global society, top level researchers, and advanced professional technicians who will promote the advancement of world-leading science and technology and greatly contribute to the creation of a society rich in humanity.

Opening of the UC/UCEAP Osaka Office,
Establishment of the Global Admissions Office

Set up the Osaka office of University of California (USA), a world-class research university, establish the Global Admissions Office, and implement a new entrance examination, the Special Entrance Examination for Privately-Funded International Student Living Overseas [Type I].

2015

Formation and Expansion of an International Network

By participating in various dual- and multi-national associations such as Association of Pacific Rim Universities (APRU), Association of East Asian Research Universities (AEARU), Japan-UK Research and Education Network for Knowledge Economy Initiatives (RENKEI), and The German-Japanese University Network (HeKKSaGOn), raise Osaka University’s presence and advance cooperation with strategic partners. Osaka University will serve as the host for the APRU Annual Presidents Meeting.

Start of the Multilingual Expert Program;

Establishment of Education Board and Global Engagement Board

Establish the Education Board in charge of new educational management and the Global Engagement Board in charge of promoting global presence.

Integrate dormitories for international and Japanese students and residences for faculty members as the “Global Village.” This village will be a hub for globally active human resources, with 2,600 residences.

2020

Increase of International Students and Students Going Abroad to Study

Increase the percentage of undergraduate international students (including exchange program students) from 4 to 10 percent, international graduate students from 15 to 25 percent, and the percentage of students going overseas to study from 4 to 8 percent to formulate a mutually beneficial relationship.

2021

Completion of a Class Numbering System to Display Difficulty
and Order of Courses; Complete English Syllabus

Complete a university-wide systematic course numbering system that takes into account the difficulty and order of classes, as well as the preparation of syllabuses entirely in English.

Become a World-Class Comprehensive Research University

With an ultimate goal to become a world-class comprehensive research university in 2031, make efforts to become one of the top 30 in the world during this conceptual period; more specifically, to enter the top 30 (55 as of 2014) in the QS World University Rankings.

Establishing the UC Osaka Office

Setting up the Osaka Office of University of California (USA), a world-class research university, Osaka University has promoted students’ personal development through study abroad as part of its efforts, offering interactive special seminars in an all-English group discussion format much like those held at the University of California.

Osaka University serves as host
for APRU 19th Annual Presidents Meeting

Osaka University is a member of the Association of Pacific Rim Universities (APRU), comprised of top research universities in the Pacific Rim area. In June 2015, Osaka University hosted prestigious APRU’s Annual Presidents Meetings with the theme “University as an Agent for Global Transformation.” The meeting hosted 106 guests––including 25 presidents–– and composed of panel discussions that revisited the mission of universities in the 21st century and discussed the university’s role as a proactive instrument of global transformation.

Implementation of a New Entrance Examination
for Privately-Funded International Students

In order to secure outstanding students, the Global Admissions Office (GAO), responsible for reviewing and developing various entrance examination systems, has established and commenced the Special Entrance Examination for Privately-Funded Undergraduate International Students Living Overseas, which high school students can take in their home country before coming to Japan.

Development of the Multilingual Expert Program

Osaka University has developed a new, Osaka University-style human resource cultivation program in which, by learning English and various other languages, students can acquire the power of “multilingual and multicultural understanding,” which works in each facet of our globalizing social activities, and can contribute to society by making use of their expertise in humanities and social sciences.

Establishment of a Double Degree Program

With the aim of cultivating human resources that can be active internationally, Osaka University has established and promoted a Double Degree Program, in which students from specific universities in an exchange agreement with Osaka University can receive degrees from both Osaka University and their home university. Nine new agreements were formed in 2014.

Promotion of the “International Joint Research Promotion Program (International Joint Labs)”

Osaka University plans to increase the number of International Joint Labs, which serve as hubs for international collaborative research, from the current number of 22 to 100 in 2023 in order to further improve the quality of research at the university and raise its international presence in fields including new fields which are expected to be acknowledged internationally in the future.
