OSIPP Policies Forum -- Empirical Diplomacy

Osaka School of International Public Policy (OSIPP), Osaka University, has held a series of policy forums where persons can exchange opinions with practitioners and intellectuals active on the front lines of public policies in various fields.

On Thursday, November 10, our guest for this forum is HIRABAYASHI Hiroshi, Director of the Japan-India Association and former ambassador to France and India. This lecture is indeed a rare chance, a valuable lecture -- don't miss it!

Brief Bio of Mr. Hirabayashi

After graduating from the Faculty of Law, University of Tokyo, Mr. Hirabayashi joined the Foreign Ministry. He has also studied at University of Poitiers and University of Aix-en-Provence.

After serving as director of the General Affairs Division, Minister's Secretariat and director of the Economic Cooperation Bureau at the Foreign Ministry, he served as foreign policy special adviser and coordinator to two prime ministers, Murayama and Hashimoto.

He has worked at the Japanese Embassies in Italy, China, and Belgium. After serving as a fellow at Center for International Affairs of Harvard University, he assumed key posts such as Envoy Extraordinary and Minister Plenipotentiary in the American Embassy, Ambassador Extraordinary and Plenipotentiary to India, and Ambassador Extraordinary and Plenipotentiary to France and Andorra. After retiring from office, he became a director of the Japan-India Association.

He has contributed to Japanese diplomacy by building good relationships with key figures of foreign countries as an able diplomat and accompanied prime ministers on overseas trips and summits as their right-hand man.

In this forum he will speak about important issues of Japanese diplomacy and how diplomacy should be conducted based on his experiences. He will also talk about his books, Furansu ni Manabu Kokka Burando (Asahi Shimbun Publications) and Shuno Gaikoryoku (NHK Publishing).

Note: The above two books carrying his autograph will be given to those who are interested on a first-come, first-served basis. The deadline for application for books is Thursday, October 20. Individuals hoping to receive one of the books are requested to contact the steering committee as soon as possible.

No fee is charged to persons participating in this lecture.
