OSIPP Policies Forum

Osaka School of International Public Policy (OSIPP), Osaka University has held a series of policies forum for persons to exchange opinions with practioners and intellectuals active on the front lines of public policies in various fields. On Thursday, February 3, our guest for the forum is HIRABAYASHI Hiroshi, Director of the Japan-India Association and former ambassador to India.

Brief Bio. of Mr. HIRABAYASHI

Graduated from Faculty of Law, University of Tokyo, Mr. Hirabayashi joined the Foreign Ministry. He also studied at University of Poitiers and University of Aix-en-Provence.

After serving as director of the General Affairs Division, Minister's Secretariat and director of the Economic Cooperation Bureau at the Foreign Ministry, he served as foreign policy special adviser and coordinator to two Japanese Prime Ministers, Murayama and Hashimoto.

He has worked in Japanese embassies in Italy, China, and Belgium. In addition, he worked as research fellow at Belfer Center of Science and International Affairs at Harvard University. He also assumed posts of envoy extraordinary to the US embassy, Ambassador Plenipotentiary in India and Bhutan as well as Ambassador Plenipotentiary in France and Andorra. Following these, he became Ambassador Plenipotentiary in charge of inspection. Following these, he assumed the post of Director of the Japan-India Association. He has strengthened ties with India, the largest power in South Asia, as the Japanese Ambassador in India and the Director of the Japan-India Association.

In this forum he will talk about the strategic partnership with India, a partnership which is making a great progress and how the nation will develop foreign policies and business on the world stage.
