10. Implementing Conflicts of Interest Management in Health and Labour Sciences Research

The Ministry of Health, Labour and Welfare issued Guidelines on Conflicts of Interest Management in Health and Labour Sciences Research (hereinafter referred to as "Guidelines") on March 31, 2008.

The guidelines specify that institutions receiving Health and Labour Sciences Research Grants (HLSRG) are obliged to implement conflicts of interest management by establishing a Committee for Overseeing Conflicts of Interest. It also specifies that this committee must be instructed to make efforts to improve the system and regulations. Beginning with applications for 2010-2011, institutions that do not establish such a committee will no longer be eligible for HLSRG. Therefore, Osaka University will implement a Committee for Overseeing Conflicts of Interest in HLSRG as follows:

Conflicts of interests management regarding application for receiving 2012-2013 Health and Labour Sciences Research Grants (HLSRG) and application for continuation of grants [updated on November 8, 2011]

1. Such management is intended for:

(1) Faculty or staff at the university who wish to apply for HLSRG, regardless of position in research.

(2) Collaborators in subsidized research led by university faculty or staff and those who belong to an organization that has no COI committee specified in Guidelines IV. 2.

2. Submission period:

(1) Application for new grants: the same as the application period of the grant.

(2) Application for continuation of grants: at the time of submission of the application form.

3. Documents needed:

Research leaders belonging to Osaka University

• *Research leaders must submit i and ii. In case there are research members, submit i ~ iv. Submit v ~ vi as needed.
  
• *The research leader must receive sealed forms and submit them.

ⅰ. Form 1: A self-report form on conflicts of interests management (for 2012-2013 HLSRG) * Double-side printing is recommended.

ⅱ. A research plan or a copy of the application form

ⅲ. Form 2: A list of roles of research members (for 2012-2013) (the form for a research leader to confirm research members will be reviewed for COI investigation either at the organization they belong to or at Osaka University)

ⅳ. Form 3: A form regarding conflict of interests management in research supported by HLSRG (for 2012 - 2013) (the form for a research leader to confirm research members will be reviewed for COI investigation either at the organization they belong to or at Osaka University)

ⅴ. Form 4: A letter of trust regarding conflict of interests management in research supported by HLSRG (this letter is needed in case a research member belonging to another institution wishes to be reviewed for COI investigation at Osaka University (for 2012-2013) (the form in case a research member belonging to other institution will be reviewed at Osaka University. Entrust it under the name of the chief of the organization the member belongs to)
