Forms C-21, F-21 -- Research Progress Report -- forms for projects on which you cannot submit a report for some reason(s) -- for use in place of Forms C-19, F-21.
If you need to refrain from
publishing a portion of your research achievement for a specific period of time because of patent(s) that is/are pending or other reason(s), you will need
to submit the Research Achievement Report (Forms C-19, F-19) together with the portion you omitted from your original Research Achievement Report later when the research as a whole can be disclosed. In such cases, you are not required to submit this Research Progress Report (Forms C-21, F-21).

Forms C-24, F-24 are needed when your research achievement is carried in a book, magazine, or other such publication or when a pending industrial property right is granted (this includes cases related to new patents). This form does not apply to cases when research is noted in a Research Performance Report (Forms C-7-1, F-7-2) or a Research Achievement Report (Forms C-19, F-19).
Forms C-25, F-25
Forms C-25, F-25 are needed when the research achievement is carried in a newspaper or on a research institute's web site.
