International Symposium - "The Task of Legal Experts in the Public Sector and Administrative Law/Administrative Law Jurisprudence"

When we view the Japanese public sector from the perspective of the administrative process, we can classify legal experts into two categories: those who are engaged in institutional design (legislation) and those who are engaged in implementation of laws and review of official decisions. In Japan, it is assumed that the elite bureaucrats of national ministries are in charge of the institutional design and the officers of the local government apply laws, enforce rules, and review the complaints against official decisions.
The conference will focus on the legal experts in two categories and attempt an international comparison, historical analysis, and examination of the national and local tasks. The conference tries to throw the lights on the career of legal experts working in the public sector and the division of labor and coordination between those who are qualified to practice and those who are not. Through the presentation and exchange of ideas, the conference will discuss how administrative law and administrative law jurisprudence are influenced by the different breed of legal experts in the jurisdictions compared.
