Tuition Fee and/or Entrance Fee Exemption

A student who has difficulty paying the tuition fee and/or enrollment fee and who has achieved a minimal academic standard may apply for a tuition fee exemption and/or enrollment fee exemption. Applicants who have passed the Osaka University screening can receive a full- or half-tuition and/or enrollment fee exemption.

Exemption of tuition fee

NEW The notice regarding exemption of tuition fees for the first half of 2010 will be available at Sutudent Centers in Suita, Toyonaka, and Minoh from 1:00 p.m. on February 16 (Tuesday), 2010.


Application acceptance: March 23 (Tuesday) - April 7 (Wednesday) (excluding Saturdays, Sundays, and national holidays)

Applications are accepted from 9:00 a.m. to 4:30 p.m. (Make sure you apply by the deadline.)

*Please avoid trying to make application during the lunch hour (from 12:00 noon to 1:00 p.m.) because the application counter is crowded.


Acceptance dates vary by school. Please make sure to submit application forms on the day specified by the school you are applying to.

Exemption / Deferment of the enrollment fee

I. Who can apply?

1. Exemption of the enrollment fee

  1. New undergraduate students and transfer students
  2. Eligibility
    1. An individual recognized as encountering difficulty in the payment of tuition fees due to the death of the party responsible for the payment of their school expenses, or as a result of suffering due to a natural disaster experienced by the individual in question or the party responsible for the payment of the individual’s school expenses within a year of their entrance to the University.
    2. An individual having a reason recognized by the President in a case complying with the previous clause.
  3. New graduate students
  4. Eligibility
    1. An individual encountering difficulty in the payment of tuition fees for economic reasons, and who also has achieved the minimal academic standard.
    2. An individual recognized as encountering difficulty in the payment of tuition fees due to the death of the party responsible for the payment of their school expenses, or as a result of suffering from a natural disaster experienced by the individual in question or the party responsible for the payment of the individual’s school expenses within a year of their entrance to the University.
    3. An individual having a reason recognized by the President in a case complying with the previous clause.

    A student who has already paid the enrollment fee, however, is not eligible for the enrollment fee exemption.

2. Deferment of the enrollment fee

  1. New undergraduate students, transfer students, and graduate students
  2. Eligibility
    1. An individual encountering difficulty in the payment of tuition fees by the due date for economic reasons.
    2. An individual recognized as encountering difficulty in the payment of tuition fees by the due date because of the death of the party responsible for the payment of their school expenses, or as a result of suffering from a natural disaster experienced by the individual in question or the party responsible for the payment of the individual’s school expenses within a year of their entrance to the University.
    3. An individual having a reason recognized by the President in a case complying with the previous clause.

Exemption/deferment/installment payments of the tuition fee

I. Who can apply?

    1. Tuition fee exemption
      (1) An individual encountering difficulty in the payment of tuition fees for economic reasons, and who also has achieved the minimal academic standard.
      The following individuals, however, are not eligible:
        1. An individual who did not pay the tuition fee for the previous semester
        2. An individual who has already paid the tuition fee for the semester for which he/she is applying for exemption
        3. An individual who has remained in the same [academic] year without good reason
        4. An individual who has exceeded the minimum years required for graduation without good reason

      (2) An individual recognized as encountering difficulty in the payment of tuition fees due to the death of the party responsible for the payment of their school expenses, or as a result of suffering from a natural disaster experienced by the individual in question or the party responsible for the payment of the individual’s school expenses within the six months prior to the due date for the semester (or, in the case of the tuition fee for the first semester for a new student, within a year prior to the due date).
      The following individuals, however, are not eligible:
        1. An individual who did not pay the tuition fee for the previous semester
        2. An individual who has already paid the tuition fee for the semester for which he/she is applying for exemption
       
      1. Deferment or installment payments of the tuition fee
        An individual encountering difficulty in the payment of tuition fees for economic or other good reasons is eligible.
        An individual who has already applied for the tuition fee exemption is not eligible for deferment or installment payments of the tuition fee.
      II. Notice availability
      1. When is the notice available?
      1. Notice on exemption of the tuition fee for the first semester will be available in mid-February.
      2. Notice on exemption of the tuition fee for the second semester will be available in early August.

      III. Application period

          • For the tuition fee for the first semester (April to September): mid-March to early April 
          • For the tuition fee for the second semester (October to March): late August or late September to early October

          Note: The above application periods have not been finalized. For details, please refer to the notice on exemption for the tuition fee for the semester for which you are applying.

      IV. Required documents for application

          1. Application form for the tuition fee exemption
          2. Statement of scholarship received
          3-1. Certificate of income issued by the municipal government for the applicant’s family members (other than the applicant)
          3-2. In the case that the above-mentioned certificate cannot be issued because of no income, a certificate of exemption from taxation issued by the municipal government
          3-3. Tax-income certificate, tax return and/or other forms designated by the University

      V. Notice of results of screening (Only the notice on applicants who have been exempted from half or full tuition fees is posted.))

      1. Notice of screening results
        The notice on screening results is posted at Student Centers and the KOAN bulletin board. (The results will also be posted on the Osaka University’s website.)
        Results for the first semester are scheduled to be posted in late July.
        Results for the second semester are scheduled to be posted in late January.

      2. In the case of “refusal” and “half exemption”, the applicant should pay the designated tuition amount immediately.
        1. Applicants who have applied for auto-deduction from their bank account should credit the necessary amount to their account.
        2. Applicants who have not applied for auto-deduction from their bank account should transfer the money to the account designated by the University using the transfer form sent by the University.
      Applicants for installment payments and deferment

        1. Applicants for deferment of tuition who passed the screening can defer the first semester tuition fee payment until late September and the second semester tuition fee until late February.
        2. Applicants for installment payment who passed the screening should transfer the money to the account designated by the University by the due date using the transfer form sent by the University.
        3. Applicants whose applications for installment payment or deferment were refused should transfer the designated amount immediately. (The money should be transferred in the same way as mentioned in the previous clause.)
