Approval of the medium-term plans for the 2nd period

On Monday, March 29, 2010, Osaka University applied to the Ministry of Education, Culture, Sports, Science and Technology (MEXT) for approval of its Medium-term Plans for the 2nd Period to achieve the medium-term goals indicated by the ministry. On Wednesday, March 31, 2010, the university obtained approval.

In creating the medium-term plans, plans for income, expenditures, and finance, the university included a statement that budgets, including labor costs, would be reduced by 1.8%, a figure used for convenience (as in the budgets for 2010) because the budgets have not been finalized. Concerning the budget for 2011 and later, specific amounts will be decided as the budgets are made. The 2011 budget must be reduced by the same degree as the 2010 budget was reduced, 1.8% from the previous year. After due consideration of this issue, the university decided to apply to the ministry for approval of the plans with reduced amounts substituted for the original amounts as temporary budgets for the medium-term plans for the 2nd period because the management grant from the government is the financial foundation for a national university and is essential for implementing a medium-term plan.

Concerning the plans for income, expenditures, and finance, the ministry has approved the reduced budget, described as a temporary budget as shown in the notice of approval of the medium-term plans for the 2nd period.
